| WORLD CHAMPIONSHIP 2006 Int. 5.5 Metre Class IJsselmeer off Medemblik 29 July – 2 August 2006 Organising Authority The World Championship 2006 is being organised by The Royal Yacht Club "The Kaag" in co-operation with WV de Braassemermeer and the Dutch Int. 5.5 metre Class Organisation Sailing intructions 1 Rules 1.1The regatta will be governed by the Racing Rules of Sailing (RRS), and the current 5.5 Metre Class rules 1.2The regatta is designated as a category C as changed by the class rules 1.3The World Championships Rules for Int 5.5 Metre Class will apply. RRS 44.2 is amended: the two turn penalty is replaced by one turn. The prescriptions of the Royal Dutch Sailing Union will not apply. 2Entries Eligible boats may be entered by completing registration with the organising authority at the Regatta Office at the Int. Sailing Centre Medemblik before July 28 16.00 hours. 3Notices to competitors Notices to competitors will be posted on the official notice board located at the Regatta Office. Notices will be numbered. 4Changes in Sailing Instructions Any change to the sailing instructions will be posted no later than one hour before the start of the race it will take effect, except that any change in the schedule of races will be posted before 20.00 hours on the day before it will take effect. 5Signals made ashore 5.1Signals made ashore will be displayed at the white flagpole at the Int Sailing Centre. 5.2Flag AP with two sound signals (one when lowered) means: The race is postponed. The warning signal will be made not less than one hour after AP is lowered. This alters "Race Signals' (RRS). 5.3In addition to 'Race Signals' (RRS) the number of the notice to competitors shall be shown with a numeral pennant under flag L. 6Schedule of Races 6.1Races are scheduled as follows:
6.2No warning signal will be made after 14.00 hours on the last day of racing. 6.3If a race has been postponed to a later day, the new date and time of the starting signal will be posted on the official notice board in accordance with Sailing Instruction 4. 6.4No race will be started in winds of 27 knots (6 Bft) or greater or, at the discretion of the race committee, in winds less than 27 knots if the sea conditions are such that racing would not be appropriate. 6.5No race shall be started in less than 5 knots of wind. 6.6Measurement of wind speed is at the discretion of the race committee. 7Class Flag The class flag is a 5.5 flag 8Racing-and Starting Area 8.1The racing area is "the IJsselmeer" near Medemblik. 8.2The starting area has been defined as an area 100 metre to windward and to leeward and 50 metre on both extensions of the starting line. 8.3 The location of the starting vessel is posted on the notice board. 9The Course 9.1The courses will be windward/leeward using a spreader mark at the beginning of the downwind leg, with a windward finish. Three windward and two leeward legs are to be sailed. The diagram in Addendum A 3, shows the course, as well as the order in which marks are to be rounded or passed. 9.2Before or at the Warning Signal the approximate magnetic compass bearing to the first mark will be displayed from the starting vessel. 10Marks Mark X, 2 and 3 are orange cylindrical marks. The starting marks will be Dan buoys with a red flag (port end) a green flag ( star-board end) The finishing mark will be a Dan buoy with a blue flag. 11Start 11.1 The starting signals will be shown from a committee boat showing the standard of the Royal Yacht Club "the Kaag". 11.2 This committee boat will be stationed on the starboard end of the starting line. 11.3 To port of the port end of the starting line a second committee boat may be stationed. 11.4 Races will be started using rule 26. 11.5 The starting line will be between two Dan buoys as described under 10. 11.6 A boat, which fails to start within 4 minutes after her starting signal shall be scored DNS(did not start) . 11.7 In alteration of 'Race Signals '(RRS) repetitive sound signals will be given when flag X is displayed. 11.8 If Rule 29.1 or 30.1 has been broken by one or more boats, a RC boat near the first mark a after the start will, if possible, display Flag X and display the sail numbers of the boats concerned and, if possible, make repetitive Sound Signals. If Rule 30.3 has been broken by one or more boats, a RC boat near the first mark after the start will, if possible, display the Black Flag and display the sail numbers of the boats concerned and, if possible, make repetitive Sound Signals. Boats whose sail numbers are displayed shall act in accordance with Sailing Instruction 11.9 11.9 A boat whose sail number is displayed in accordance with Rule 30.3 or SI 11.8 shall leave the Starting Area and Racing Area immediately, unless she: a) immediately displays her Protest Flag, and: b) has her Protest Flag orally acknowledged by the Race Committee on the nearest RC boat, and: c)lodges a request for redress in accordance with Rule 62 and SI 17. If no valid request for redress is lodged or upon hearing the boat is not granted redress, the Jury may take such disciplinary action as it deems appropriate, which may include Disqualification for the Series. 12Committee boats 12.1Committee boats can be identified by an orange flag. 12.2Jury boats can be identified by a flag with J or Jury. 12.3Rescue boats can be identified by an orange flag. 13Change of course after the start 13.1A change of course after the start will be signalled before the leading boat has begun the leg, although the mark may not be in position. 13.2If there is a change of the position of the windward mark there be no new spreader mark. 14The Finish The finishing line will be between a staff displaying a blue flag on the race committee boat at the starboard end and the Dan buoy with a blue flag at the port end of the finishing line, seen from the direction of the last mark. 15Spare 16Time Limit 16.1The time limit for a race is 3 hours. 16.2Boats failing to finish within 30 minutes after the first boat finishes will be scored Did Not Finish. This changes rule 35. 17Protests 17.1Protests shall be written on forms available at the Race Office and delivered there within 60 minutes after the time of the last boat's finish in the last race of the day. 17.2Protest notices will be posted within 30 minutes of the protest time limit to inform competitors where and when there is a hearing in which they are parties to or named as witnesses to a hearing. 17.3If the Race Committee or the International Jury protests a boat a Protest Notice will notify the boat(s) involved before end of protest time. This changes RRS 61.1(b) 17.4Rule 66 is changed by adding this sentence: ‘On the last day of racing a party to the hearing my ask for reopening: Within the protest time limit if the party was aware of the decision the day before or not later then one hour of being informed of the decision on that day 17.5A boat that acknowledges any infringement of a rule of RRS Part 2 by doing “one” turn shall complete the official Acknowledgement Form for each such infringement at the Regatta Office within protest time 17.6In alteration of rule 65.2 a request for a written decision shall be delivered within one hour after being informed of the decision of a protest 17.7 The decisions of the International Jury will be final 18Scoring The Low Point Scoring System, rule A, will apply.7 races are scheduled of which 4 races shall be completed to constitute a championship. If 7 races have been completed the worst score in a race will be excluded. 19Support Boats Team leaders, coaches and other support personnel shall never be closer than 50 meters from any boat racing. The penalty for failing to comply with this requirement will be disqualification or, at the discretion of the Jury, other disciplinary actions against all boats associated with the support personnel who do so. 20Haul out restrictions All boats must be afloat before 10.00 hours on the day of the first scheduled race and shall not be hauled-out during the championship, except with the written permission of the Jury. 21Underwater breathing apparatus, plastic pools or their equivalent shall not be used around boats after 10.00 hours on the day of the first scheduled race. 23 Radio Communication A boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats, this includes mobile phones. 23Prizes The Winner will receive the perpetual trophy and a replica. Gold ,Silver and Bronze Medals will be awarded to each member of the crews placing first, second and third in the championship There will be medals and a perpetual prizes for the first Classic and first Evolution boat There are also other prices for example the Deb Cup, the Symonette Trophy, the Frank Tolhurst Trophy (winner Evolution) and the Quail Cup (winner classics) |
